I don't think so. The thing that links the biology to this or that 
"cognitive state" is experience. Such "states", inclucing any notions 
of Truth or Falsehood, are plastic. This does not mean that Physical 
Reality is plastic. It just means that experience is formed and acted 
upon even though it's correlation with Physical Reality is 
incomplete.

Conceptualizations of which cat is on the mat are subject to 
experience-born influence, just as one's ability to recognize this or 
that person is dependent upon experience.

Such correlations between "cognitive states" and the physical biology 
are converged upon in rigorous accord with what's described by 2nd 
Thermo (WDB2T), because our nervous systems "feel" their ways through 
the environments that we experience by sensing the energy-expenditure 
costs of various behavioral alternatives. Behaviors which are 
converged upon are always in accord with WDB2T over the long term. To 
the degree that an organism fails at this, that organism fails to 
compete successfully. There's no mystery here. All of Physical 
Reality is rigorously ordered with respect to WDB2T.

This perspective is taken from "Neuroscientific Duality Theory", 
which is a unified theory of CNS function, cognition, affect, and 
behavior, and "Tapered Harmony" which is a unified theory of Physical 
Reality. I achieved closure in both theories about 5 years ago.
